Important meeting of Joint Action Committee of Teachers with Rajya Sabha MP Satnam Singh Sandhu regarding the future of guest/contract teachers

Chandigarh, May 19, 2025: The core committee of Joint Action Committee of Teachers, UT Chandigarh, led by President Ranbir Singh Rana, held an important meeting with Rajya Sabha MP Satnam Singh Sandhu at his residence. In the meeting, the years-old problems and pending demands of guest, contract and SSA and regular teachers of Chandigarh were discussed in detail. During this, a detailed memorandum was also submitted to the MP.
In the memorandum, mainly a policy decision was demanded to regularize the services of guest/contract teachers working on contract since the year 2000 and 2008. The teachers informed that their appointments have been made in a transparent manner as per the procedure prescribed by the Education Department and Chandigarh Administration and all the teachers are fully qualified as per NCTE and recruitment rules, they have also been appointed like regular teachers, all teachers are working on regular approved posts for years without any break and are performing all the responsibilities like regular teachers. 

Teachers informed that the Hon'ble Central Administrative Tribunal (CAT), Chandigarh Bench has already ordered that till regular appointments are made, contract/guest teachers should be retained on the job and they should be given dearness allowance along with the minimum pay scale of that post. Apart from this, recently the Hon'ble Supreme Court has made it clear in SLP No. 5580/2024 (Jaggo vs Union of India) that depriving the employees doing regular and essential work of their rights by giving them the status of "contract" is completely unfair and comes under the category of exploitation. Such employees should get stability and equal rights.On the basis of this decision many state governments are regularizing their employees.

The committee placed the demand before the MP that the services of guest, contract and SSA teachers should be regularized on the basis of neighbouring states  Haryana and Punjab. They should also be given facilities like medical leave, child care leave, insurance like regular teachers. Regular teachers should get the benefit of promotion on 10, 20 and 30 years of service under the MACP scheme of the Central Government.  The pending DA letters and arrears of guest/contract teachers should be issued soon. The teachers appointed in the year 2015 should be provided pay fixation, annual increment and all the benefits of 6th and 7th Pay Commission. Also, CGHS health cards should be given to all teachers and principals and the number of casual leaves for regular teachers should also be increased.

The guest/contract teachers appealed that the teachers working with loyalty and honesty for years should now get future security and justice should be done to them. They urged that these  demands should be placed before the Central Government and UT Administration on priority basis.

Rajya Sabha MP Shri Satnam Singh Sandhu listened to the problems of the teachers sympathetically and assured that he himself would try to resolve these issues by raising them before the Central Government and the Administrator of Chandigarh.

In this meeting, Committee Chairman Savinder Singh, President Ranbir Singh Rana, General Secretary Shiv Murat Yadav and other  Core committee member teachers were present.
